The Direct Benefit Transfer Scheme ( DBTL ) scheme was launched as earlier as 1st June 2013 and it already covers as much over 290 districts all over India. Before, it was a mandatory requirement for consumers to have an Aadhar number to be able to qualify the LPG subsidy. After the government reviewed the DBTL scheme and analyzed some of the difficulties the consumers faced; the scheme underwent some modifications.
With the new scheme; LPG consumers across India can now have the opportunity to receive their gas subsidies on their bank accounts as per their entitlement to the subsidized LPG cylinders.
The newly modified scheme was re-launched across some of the 54 districts on November 2014 under a new name Pratyaksh Hanstantarit Labh (Pahal). To join this scheme and receive subsidies, Aadhar will now not be one of the requirements for the consumers. That means that consumers are availed the subsidy even if they don’t have the Aadhar.
Under this new scheme, LPG consumers can now receive subsidies in their bank accounts. Consumers will be first required to have a bank account before the scheme to receive a subsidy on LPG. Such consumers; who will be referred as Cash Transfer Compliant will be entitled to 12 subsidized cylinders over the course of the financial year. Prior to buying their first market cylinders, the consumers will also receive subsidies in their bank accounts as per the entitlements.
For the first 54 districts where the scheme was re-launched; till consumers will get cylinders subsidized for three months from 15th of Nov. 2014 to 14th of Feb. 2015. Market prices will however apply for the next three months. For those who join the scheme within these three months; that is until 14th May 2015, subsidies due will be availed to such.
Starting from 15th May 2015; all the consumers will get the cylinders at the market prices existing at that time. Regarding this; only those who would have joined the scheme will be entitled to a one time subsidies and advance from the date in which they joined.
LPG Subsidy for those with Aadhar
For those already having Aadhar and would like to apply for the new LPG subsidy; they will be needed to enroll to the DBTL scheme. For consumers who possess Aadhar numbers they will first have to link their Aadhar numbers to their bank accounts by submitting Form 1 bank to the financial institution i.e. bank involved. This form can also be deposited at the bank’s outlets. After this, a new form referred to as Unified Pahal Joining Form will be introduced.
After the above procedures consumers will now link their Aadhar Number with their LPG Consumer Number by submitting Form 2 to their preferred LPG distributor. This can also be done making a call to 18000-2333-55 to register the Aadhar number.
For those having internet access; they can visit the UIDAI website and follow the stipulated procedure. In any case the consumer has not received the Aadhar card, an electronic copy of it can be downloaded from www.rasf.uidai.go.in .
Consumers can check whether they have been verified for the LPG subsidy and the DBTL Scheme by clinking on the links provided for by the gas company.
Consumers can transfer the LPG connections to their name given that the connection is on someone else name or the name has expired. Family based transfer connection is now permitted and all the documents consumers need to provide is proof of address, KYC and declaration forms from the transferee and the original subscription voucher. After submitting these; the KYC will undergo verification upon which a new subscription voucher for the transferee name will be made by the LPG distributor.
How to transfer my LPG gas connection?
Transfer of connection to family member is now permitted. In case the transferee in your family is not having a LPG connection you may please provide a request to your distributor with the following:
- KYC of the Transferee
- Proof of Address & Proof of Address
- Original Subscription Voucher(SV) in Your Name( If SV is missing Please provide affidavit)
- Declaration from the transferee
The KYC will be verified, multiple connections in the address mentioned for transfer will be checked and then the distributor will make a new Subscription voucher in the Transferee’s name.
I am a legal heir of my father who is no more. How do I transfer his LPG connection to me?
Transfer of connection to legal heir is now simplified. In case the transferee (legal heir ) is not having a LPG connection you may please provide a request to your distributor with the following:
- Declaration by Legal Heir
- Copy of Death Certificate
- KYC of the Legal Heir
- Proof of Address & Proof of Address
- Original Subscription Voucher(SV) in the name of deceased( If SV is missing Please provide affidavit)
- Declaration from the Legal Heir
The KYC will be verified, then multiple connections in the address mentioned for transfer will be checked and then the distributor will make a new Subscription voucher in the Transferee’s name.
LPG Subsidy for those without Aadhar
How do consumers without Aadhar Number apply for the LPG Subsidy?
In this case, the consumers have two options. They can submit their bank account details by hand to their LPG distributors or visit www.MyLPG.in and feed their bank account details. The consumers will then be required to submit the 17 digit LPG id to the bank. The ID can be found on the cash memo of the cylinders that have been used and delivered in the past. Consumers can also log in to the LPG company’s website to access the 17 digit pin.
Consumers might be interested on how the LPG cylinder pricing work under this scheme. It is of importance to have knowledge that under this scheme; only twelve cylinders will be availed to consumers at subsidized rates. Any purchase beyond this figure will be made at the existing market price.
Before, the supply of subsidized LPG cylinders had been pegged to six cylinders a year for all domestic consumers. This had been in effect form 14th Sept 2014. Later the number had been increased to nine and currently consumers now have 12 cylinders a year.
In the districts where the DBTL scheme is applicable; the LPG cylinders will be sold to the consumers at the market determined price taking into consideration the launch date of the scheme. Also, at one time advance will be availed to the LPG consumers after having joined the DBTL scheme.
The Advance will remain fixed for the given financial year the consumers will get to be notified of this from time to time until the termination of the connection after which the Advance will be adjusted. The total cash amount applicable to each LPG cylinder will then be transferred to the consumers taking into account the number of subsidized cylinders as per the consumers’ entitlement.
Currently, according to India’s Prime Minister’s Office; the government has imposed a fixed subsidy of RS 570 on each domestic LPG cylinder; this price being shared equally between the government and the national oil companies. As of 22nd Oct 2015, the government has decided on keeping the consumer price unchanged over the course of the financial year which ends on March 2015 after which a new price could be fixed depending on the international market price.
Financial analysts project that the new price for subsidized cylinders might be somehow higher than the current one of roughly RS 450 per cylinder. The pricing greatly varies depending on the states with some charging as low as Rs 417 while on some states; the subsidized cylinders go for as much as Rs 452.

How do we change the name of the connection holder?
Ans. Name change can be done in the following cases(For HP gas): but with some changes the procedure to transfer gas is almost same for all other gas companies.
- HP gas connection transfer
- Indane gas connection transfer
- Bharat gas connection transfer
(i) Death of SV Holder:
To transfer the connection in the name of legal heir / within the family, after death of consumer, please submit the following to the distributor.
- An application with details
- Legal Heir certificate
- NOC from other Legal Heirs of the deceased consumer
- Death Certificate
- Completed KYC form (312 KB) with valid Proof of Identity (POl) and Proof of Address (POA).
- Affidavit in Annexure F, (175 KB) in case original SV is lost.
In case the next of kin is not in a position to produce Legal heir Certificate, please submit request Affidavit on plain paper (109 KB)
The deposit will remain the same as in the original SV. Name will be changed by preparing TV and issuing a new SV for the Beneficiary family member.
Please submit the following to your distributor.
- An application with details
- Documents giving proof of marriage (marriage certificate)
- Original SV / Affidavit(67.8 KB) for loss of SV
The deposit will remain the same as in the original SV.
(iii) Change in name during lifetime of Consumer:
- Transfer of LPG connection within family (ie. Father, Mother, Brother Sister, Son, Daughter, Spouse) is permitted.
- Original SV holder has to submit his written consent, in Annexure (109 KB) to transfer his connection to a specific family member.
- Additionally, the family member receiving the connection has to submit an affidavit on plain paper, in Annexure (138 KB) indemnifying HPCL regarding this connection.
- Submit affidavit in Annexure F(175 KB) in case original SV is lost.
- Completed KYC form (312 KB) with valid Proof of Identity (POl) and Proof of Address (POA).
The deposit will remain the same as in the original SV. Name will be changed by preparing TV and issuing a new SV for the Beneficiary family member.
(iv) Person in possession of the cylinder/s and pressure regulator and SV of an authorized Customer
A. In case the person is holding the Cylinder (s), regulator and the SV, the name of connection holder can be changed as follows:
- The person, in whose name the original SV was issued will give his consent, in Annexure,(109 KB) to transfer the connection in the name of the person actually holding the SV & equipment.
- In addition, the actual holder of the SV & equipment, shall submit affidavit, in Annexure,(138 KB) on plain paper indemnifying the Corporation regarding this connection. Both, The consent letter and Affidavit should be submitted to the LPG Distributor.
- Submit Completed KYC form (312 KB) Proof of identity and Proof of Address.
- Submit affidavit in Annexure F(175 KB) in case original SV is lost.
- Security deposit: shall be at the prevailing rates. Subscription Voucher (SV) will be issued in the name of the present holder of the Cylinder & DPR after collecting differential security deposit (difference between the security deposit amount as in the surrendered SV and the prevailing deposit rate).
B. In case the person holding the SV & equipment is not in a position to submit the consent letter as per Annexure-A, the name of connection holder can be changed as follows:
- Submit affidavit, as per Annexure-C (127 KB) on plain paper indemnifying HPCL.
- Submit Completed KYC form (312 KB) Proof of identity and Proof of Address.
- Submit Affidavit in Annexure F(175 KB) in case original SV is lost.
- Security deposit: shall be at the prevailing rates. Subscription Voucher (SV) will be issued in the name of the present holder of the Cylinder & DPR after collecting differential security deposit (difference between the security deposit amount as in the surrendered SV and the prevailing deposit rate).
In case the person holding the LPG equipment without any connecting document (SV/DGCC), the connection can be regularized as follows:
- Submit affidavit in Annexure-E. (91.6 KB) on plain paper.
- Submit Completed KYC form (312 KB) Proof of identity and Proof of Address.
- Security deposit: shall be at the prevailing rates
- New SV will be issued against the existing cylinder and regulator.
